B&S fuel delivery problems?

13 hp B&S starts but sputters, spews gas out of the exhaust. The carb floods and overflows, engine runs very rough for a minute or two and then stops. It seems like the carb can't handle the amount of fuel going through it. This engine is on a DR All Terrain Mower. I bought is used and it appears to have had some modifications done on the carburetor. Looking for suggestions.
 
Float needle and seat are not working properly. Time to pull the carb, clean and replace the needle and seat.
