Axle won't move

I have a Bad Boy riding lawnmower that won't move.

I've disengaged the brak.
I've got the PTO turned off.
I've pulled the little sticks to disengage the transaxle.
I've put the arms outward.

I cannot push the mower at all.

I've even lifted the rear on a jack and I can't even manually turn the wheels.

Any ideas?

Check to see if the drive belt is pinched somewhere.
