I took the right wheel off and pull the brake assembly off to check the pads, put the assembly back together and put the wheel and key back on. With the rear jackup you turn one wheel foward and the other side goes backwards, and put the mower back on the ground and it will not move, with the gearshift in R, F,and N.It was ok to ride on before that?
Thank you,

i would say one of the brake pads slipped when you were putting it back together and is jamming the brake disk.

The brake adjustment is quite fine シ of a turn to much and the wheels will lock up.
If you adjusted the brake when you had it apart you might have accidently over tightened it. with the machine in neutral see if you can push it if not try backing off the brake adjuster and try again.
