I was talking about the reel clutch not the ground drive clutch
If the plates are moving freely then there should be no power to the drum
You could have a warped plate, broken plate or some foreign object stuck between a drive & driven plate .
So you can pull it apart and see what is wrong or argue with me about it

Whos arguing mate?
Already been taken apart and put back and still the same. No broken plates, no warping and no foreign objects.
 
If the drive plates are not in contact with the driven plates then the drum can not spin
So something is either bridging the gap or the plates are not separating
It is a simple clutch
at rest the plates should be apart and when you engage the blade clutch that should force the plates together
So to clear things up we need 2 pictures
1) clutch lever in drive position
2) clutch lever in the off position
So let us know where the lever is in your previous photo and take one with the lever in the opposite position
It looks like it is a reverse action clutch from the adjustment instructions

I had similar on my B24. Cylinder kept spinning and mower crept forward constantly. My issue was resolved by lubricating the collar and clutch fork and adjusting the cable.
 
Thanks for everyone's replies. Issue has been resolved. The withdrawal collar was seized on the clutch shaft. Freed it up, cleaned and lubricated and all is working as should.
