Mower deck Ariens EZ Rider model 915-002 Electric Clutch / Brake question

Trying to troubleshoot a issue with the electric clutch on an EZ Rider model 915-002. Removed the clutch from the mower and sprayed it down with WD-40. Problem is the clutch is not releasing when the switch is activated. Checked the voltage where the clutch plugs in and I'm getting 24 volts when activated. When I engage the clutch and push the platter, it will release partially. Looks like one of the electromagnets is not working.

Appreciate any feedback on the problem and any correction.
