7.25 briggs wont start without starting fluid then dies

Hello all!
Having a problem with my 4 year old craftsman mower with the briggs 7.25hp engine.
Haven't used it in over a year now and went to start it and didn't start. Sprayed fluid into the intake and it started for about 2 seconds.

I've cleaned the air filter, changed spark plug, removed old gas and put in new gas, and took apart the Carb and cleaned it. Float, needle, and bowl were all clean. No blockages from the tank to the carb or from the carb to engine.
I'm getting spark, air, but missing the fuel.
Since it runs for 2 Seconds after spraying it I'm lost now.

There's no choke, and is a 1 pull start. I'll get the model as soon as I can.

It is most likely the carburator. Maybe there are a few small little holes that you forgot to clean or couldnt reach.
 
Now it just doesn't sound right to me.
carb is cleaned, spark plug is gapped properly and air filter is clean.....

Hmm... the engine is surging, it most likely means something is still clogged in there. I don’t know about this one but I would try and leave it in water for an hour or so. I tried doing that with a mower that was surging exactly like that and I almost gave up on it but I had the idea to put it in water so i did it. Then it ran perfect.
