4800 rpm walk behind

Briggs 100602-121-B1 engine with 4800 rpms. How to adjust the rpms down to 3100 range. All the carb linkages move smoothly. Thank you in advance oh wise ones.

Sounds like the governor spring is either wrong, or installed wrong. 4800 should be out of the range of adjustment. I'd look over the governor spring, and how it's mounted. There are often multiple holes for it to mount into. See if there's a hole that makes the spring looser.

100602-121-B1 assuming you mean 100602-0121-B1.

The question is the engine racing all the time or just at the high but will idle. Two different problems. On the control bracket where the governor spring attaches there should be a bendable tab provided you have the correct yellow governor spring installed.
