How exactly did you clean the carb? did you use new gaskets everywhere? A small rip or gap in a gasket will cause surging.
new gaskets and while running sprayed carb cleaner around carb to check for air leaks --on the carb there are two brass tubes with holes --i made sure the holes were clear-is the end of the tube supposed to have a hole--also i placed the small jet on the left side of carb

The surging has nothing to do with valves. Surging is a lean fuel condition primarily caused by dirty carburetor, or sometimes air leaks in intake gaskets, etc. Occasionally after correctly cleaning carburetors, they just don’t come back and run right. Is it surging at all RPMs?

surging is usually a sign of carburator problems. Specifically a lean condition caused by jetting issues, stale fuel (especially this time of the year), or leaking manifold / head gasket. It can also be a governor problem depending on how the surging is happening. Fuel problems are the first culprit. A defective spark plug could also cause it if it started just after the spark plugs were changed.

Did you clean the inside, removing the main jet and the emulsion tube? Pressure test the carb needle at 7psi for 30+ minutes?
Yes. Do it yearly for a good running engine.
What type of fuel can spout do you have? Open top or new EPA style with o-rings and such, sealed up?
