42 inch Snapper zero turn from Walmart

I purchased a Snapper 42" zero turn mower at Walmart 2 yrs ago. Can't find much info anywhere. Can someone tell me what the purpose of the 2 bolts connected to 2 rods at the front of this mower? Thanks
