I have a 22HP Briggs that will not start without starter fluid. Replaced the carb, fuel pump and fuel pump vacuum hose and no gas in the carb. It's pumping past the fuel pump but not into the carb. I can hear the solenoid click when the key is turned on.

Does the engine run after you start it with the spray ?
have you plumbed the fuel pump properly ?
Is the hose between the pump & carb in good condition ?
Did you buy the carb from a mower shop or get the cheapest thing you could find on line ?

Take the float bowl off see if there is fuel in it.

It will only run with spray and plumbed properly. I'm getting fuel from the pump and started this problem with the old carb also. Will check if there is fuel in the bowl but I'm sure there won't be.

Nick if the fuel pump is pumping fuel from the pump, then when you put the fuel line on and nothing comes out you have found your problem.............

And if fuel IS coming out the line from the pump to the carb, check your choke/throttle linkage.
