20 hp Twin Cylinder Surging

Hi, Guys. I have a Craftsman 20 hp (model number 461707-0145-E3) riding mower that surges not only on idle but also when the throttle is opened. I can still cut grass but would like it to run smooth. I thought that there was a restriction in one or more of the orifices in the carb and decided to clean it. After cleaning, it didn't surge for while but has started again. I just want to verify that this is a carburetor problem before I decide to buy another or rebuild. Also, the bottom of the bowl has started to rust a little. This carburetor is not gravity fed but has a pump diaphragm. Furthermore, there is no fuel solenoid. Thanks for the advise in advance.

If you already have a fairly new rebuild kit I'd just rebuild it again and check/replace your fuel filter if you don't have one then cut your fuel line and slap one on, as far as the rusty bowl clean it with carb clean and a steel wire brush they have them at Home Depot for a couple bucks the kinda look like tooth brushes
