I have a 19hp poulan pro 42in cut riding mower and when I replaced the carb throttle issues began. When at full throttle (rabbit) it seems to run great but when I pull down to slow idle (turtle) it does nothing and continues at full idle???

Sounds like you should check the throttle linkage.
Sometimes, when you replace carb, think linkage can bind.
Go back over the repair with meticulous attention to detail.
Look at throttle plate and linkage while moving control from turtle to rabbit.
