My !996 John Deere 48" Commercial Walk Behind Mower blades will not engage. Kawasaki engine starts and runs good but blades will not engage. Any advice on what to look for would be appreciated.

Test PTO Switch at dash with multimeter above.
Adjust air gap at PTO Clutch or replace, be sure to Burnish new clutch per instructions.

Thank you Mechanic Mark, your advice was right on. It was the PTO safety switch. Replaced it and the blades engage. Thanks again .
