honda hr 173 idle adjustment

Can someone please tell me how many turns to set the adjustment screws on my hr 173 , I think one is called the pilot screw, one is and x shape screw head and black and the one below it it a flat head screw

The Pilot Screw should be gently turned all the way in, then backed out just a bit less than two full turns (1-7/8 to be exact).

The Throttle Stop Screw is adjusted based on the engine speed, so you need a tachometer. Move the throttle lever to SLOW, and adjust the screw to obtain 2,000 (+/- 150) rpm.
