    How’s the compression? New spark plug? My concern is water in the fuel can act as a stream cleaner in the cylinder and several damage the engine. Is it possible it has a failing coil? Trying to try to narrow it down before pulling the head and replacing the gasket.

    I’d drill the tiny hole in the gas cap and move forward. I’ve done this before and put a fuel filter inline. Other option is spend $$ for a replacement gas cap. It’s great you isolated the problem.

    The plastic square for the throttle might need cleaning and lubrication. This is the piece where your throttle cable connects. With all the dirt and possible moisture these do stick.

    I believe you are correct. You must reduce the gap on the spark plug when starting with propane or they are sometimes difficult to pull start. When I use a starter it seems to take a few extra revolutions to start.

    I believe I used US Carburation for my kits. I believe you have to open the gap on your spark plug if you use propane to make it start easier People often forget the engine oil. It has to be changed 25-50 hours and some engines use oil.

    Is it possible there is a fuel delivery issue? Did you check your fuel flow from the tank to your carburetor? I highly recommend you install a fuel shutoff valve when you are checking this. I always shutoff the fuel to run the carburetor dry after mowing.
