That doesn't make sense. When you engage the blade, that is when your engine should rev to operating speed. The drive won't have that kind of affect on the rpm's.

More likely the slider fell off the governor spool shaft while assembling and it's lying in the bottom of the crankcase. No slider, no governor.

I've seen the carburetor on this model cause the same symptoms, but it would first be good to know if you pulled the plugs boots off each cylinder and note any changes.

BBC = Blade Brake Clutch. Basically, do you have to engage the blade clutch while engine is running or does the blade rotate all the time?

It sounds like you are melting fuses and not blowing them. If it is blowing the fuse instantly, you have a dead short somewhere. If melting, most likely your ground wire came loose. Locate, clean and tighten.

Probably a plugged fuel filter. If it's erratic while running, look for a pin hole in your fuel line. Start there. Easy stuff.

Ahh yeah, that's not going to work on a walk-behind mower. I assume you have successfully removed the bolt? The wheel should slide off as did the other one. What you may be dealing with is debris build-up behind the drive pinion and wheel. A little patience and wiggling should set it free.

The air gap wouldn't be an issue. The blade actually creates a vacuum an would draw air in through the spacing until your bag filled and it had no where else to go.

Get an inexpensive one in 3/8". With a 36-43 ft/lb variance, it does not need to be an accurate, high-end torque wrench.
