Saw quites when vertical!!! runs great horizontal. Any ideas?

bought this mower at an auction and changed belts, cleaned up, lubed and changed carb intake filter. my issue comes from engaging the mower and when i do it stalls out unless i do a quick flick on the choke and then it goes. it repeditively requires the quick flick of choke to get it engaged...
