it sounds like you have tried everything... Im not sure if it helps you but try to check ignition coil, no sparks, change it . If the safety switch working properly? check the spark plug for any signs of corrosion or fouling as well. uhh it probably be dumb to tell you to check the air filter...

You mentioned you have replaced the seat switch, but there maybe other safety switches , such as the brake switch, that may also cause the problem. try make sure all safety switches are in the correct position and their circuits are not shorted?
