    The fuel line from the tank to the carb has been replaced. I got it started but it will not throttle up. I am now thinking the governor has an issue. Also this is not a Nikki carb. No selenoid on the bottom.

    I wasn’t the one that replaced the fuel pump so not sure if it was tested. Here’s an update. I replaced the carburetor. The mower started right up HOWEVER it will not throttle up.

    Quick change valve

    You can actually eliminate that by replacing it with a piece of galvanized pipe cut slightly longer for easy access. Match the threads and on other end put a screw on cap to prevent leaking.
