Chiming in on the idler pulley that looks to be wrong. It is a v-belt idler when it should be a flat idler pulley. I could be wrong but the back of the belt is in a v-pulley, not a flat pulley. Picture attached of the idler that I think is wrong and the type of idler I think it should be. Wrong...

I have circled the parts I have to straighten the most. I remove them and beat them back flat with a hammer. Almost any size hammer will do but the bigger ones make for faster work of it.

This is a picture of the bypass lever. It is attached on the right side of the rear end. Find the rod attached to it. It will exit the chassis somewhere normally the back. This should all be covered in your manual.

The section I have circled in red is what you need to check and make sure the belt is routed correctly. I circled in green the spring that may not be connected or broken. Check both things and let us know what you find.

Set choke/throttle to choke. Loosen screw that holds throttle cable and move it till choke fully closed. Tighten screw. The place for adjustment circled in red.

Spring circled in red is either the wrong spring or connected in the wrong spot. Cable circled in blue looks like it used to connect further back.

I run these and do not have any problems.

To adjust top speed you loosen bolt circled in green and with the throttle set to fast or rabbit move cable in or out till the desired RPM is reached. Then tighten bolt circled in green down. Take care to not over rev. Good things do not come from over revved engines.

The big red wire is from the battery. The small red wire is from charging and blue wire is solenoid trigger wire.

I am attaching a diagram of how all the gaskets go. I do not think you have them correct. The metal plate I do not believe goes where you have it. The other picture I asked for is because no gasket that I can tell goes over that hole.

Electric PTO normally drives a belt to whatever needs power. Electric PTO is attached to the crankshaft of the engine. PTO looks like this.

Bert here in the US we have a pressured can that injects it slow or fast for you. I love it. I use electral contact cleaner then di-electric grease. I use 2 cans of it a year at least.
