I wouldn't really call those gouges. More like deep scratches, and like you I have seen mowers run with far worse cylinders. I agree fix the valve issue and install new head gasket and see what happens.

If you are seeing cracks at the axle mounting flanges on the frame that normally means that the front transaxle support has either broken, broken the bolts off in the front of the tranny, or they have just fell out.

My first thought would be head gasket. But also wouldn't overlook a possible valve cover gasket leaking onto the exhaust. Make sure the oil level is correct and not overfilled and/or smells like gas. Blue normally means burning oil. Gas would give you black smoke.

My guess would be either there is a bad/burnt spot in the belt which is narrower than the rest of the belt, or something stuck in the groove of one of the spindle V pulleys.

From the parts diagram this mower has the straight keyswitch with no RIO override. owners manual states will kill the engine if put in reverse with the deck engaged or while trying to engage the deck while in reverse.

Check the reverse switch and wiring. I would bet that the system is thinking the mower is in reverse when in neutral.

Check motor mount bolts. The shaking and knocking sound is typical at startup and shutdown and in some cases when the deck is engaged if the 4 mounting bolts are loose.

there should be a total of 7 bolts/studs holding the sump on. Check down those deep hole above and below the crankshaft. I think you are missing a fastener which is holding the sump on.

Not likely governor. More likely new carb not acting correctly. But being a Courage single don't overlook the gasket behind the black plastic carb isolator plate. That gasket can slip in some cases or tear causing an air leak.

Don't confuse metric clearance with imperial clearance. He set the valves at .10 and .15mm which is roughly .004 to .005 inch.
