    Based on the photos you are missing a cylinder head, this will also cause poor running. My advice is to find a good used engine that will fit and buy it.

    It doesn't look like you have all the pieces anyway, so opening and carefully inspecting the crankcase should be your first step.

    If the plug doesn't have a recessed end just use a socket wrench backwards. Put the female end of the extension over the plug, turn the male end with a wrench.

    I buy ALL of my belts from NAPA and never ever have a problem. I'm not even sure what OEM belts means. Cub Cadet certainly doesn't have a factory churning out v-belts. I swear by NAPA.
