Has anyone checked to see if the deck is sprung from hitting something. Might have happened when someone hit something and people started throwing parts at it. Doesn’t sound like people are checking for all possible causes, just assuming they know the problem without checking.
Check battery voltage while turning the key to the start position. If battery voltage drops below 10 VDC the battery is shot and needs replacement. Wouldn’t be the first time the battery reads good, but drops under load.
If you feel it is rough when spinning by hand, go to dealer now. Be proactive and do not wait. Let them grease it if that’s what it needs. You will also have a record if something happens down the line. That’s why you have a warranty.
Nothing surprises me any more. That’s why I try not to assume anything and check everything I can think of. Making mistakes has been my #1 learning tool.

I definitely agree, but first check your oil level and see if it smells like gas gas. If the level is high and it smells like gas you’ve found your problem.
Without knowing the model and serial numbers for both units we would have to offer guesses only. Guessing normally ends up costing $$$$, so we request that you provide us with those numbers if you don’t to spend a lot.

Check the oil level, see if it smells like gas. Remember Honda mower engines, the oil level is checked WITHOUT screwing the dipstick back in, just resting on top of the fill tube. Very unusual problem for Honda engines.

You now have a mechanics nightmare. Using the wiring diagram that Star posted and a VOM you have to trace the wires to find a voltage drop. In this situation time and a great amount of patience is you friend.

I looked at the parts breakdown again and I’m wrong. Your engine does use a flywheel adapter, not flywheel key. Trying to explain its use is difficult so do do a google search “what does a tecumseh flywheel adapter do”.

The first 10 pages give you a good overview on how the magneto ignition system works. I don’t know how much more I will need. The only part of this system that is hard is setting the timing. Other than that, easiest system to to work on.
Sounds like your charging system is not working. With engine running, at full speed, and no blade engagement, measure voltage across the battery terminals. It should read more than 13 VDC. Less than that I suspect bad voltage regulator or stator.

Experience has told me with these tractors adding attachments is not worth the money. They are lawn tractors. The only accessories I would get are a small wagon and a lawn sweeper. I definitely would not add a snow blower.
