Did you try bringing the rpm DOWN with your hand/fingers?

I’m assuming this rpm/rev jump is NOT affected by movement of the throttle cable. Did you remove the throttle cable connection; and Is there any way you have put the throttle on reversed where fast is turtle and slow is rabbit?

We need more information. You say it idles for 30 seconds; Is it idling smoothly or rough? Also, does the rpm speed creep up to high rev slowly, or at 30 seconds it just shoots up immediately to max rev? Is it a steady rev at max speed or is it an elevated rev above idle? Is the rev varying...
