Possible ignition coil problem. The coil is borderline and as it heats up, begins putting out weaker spark. Don’t spend a lot more time on it trying to figure it out.

I am seeing lots of water in fuel this year. It happens all the time, and one of the first things to check.

If the fuel pump is delivering a nice steady stream of fuel, yet there is no fuel in the carburetor, and it will start briefly when you add fuel into throat of carburetor, then most likely the anti-afterfire solenoid is not working, or possibly dirty carburetor.

If you have no spark with kill wire disconnected from ignition coil, then it is time for a new coil.

2 amp trickle charge is the best. Hook it up and come back next day. It will float once fully charged and not overcharge the battery. Remember most of the newer chargers less than 25 years old will not recognize a battery and start charging unless battery is at 12.0 volts or higher.

Some engines require a very brief choke to start hot. Your compression is on the low side. Keep an eye on oil and run it.

Sometimes finding correct information on belt sizes is a pain. Go to at least two sites, if not three to verify correct size.

I would not call that a small engine. We both know you have to remove engine from mower (or equipment), crack the case open, remove connecting rod end cap, and tap out piston and connecting rod. Then take off rings and insert into cylinder and check with feeler gauge to determine ring end gap.
