thanks for all the help. I looked a bit closer at the top plate, and sure enough, all the front bolt holes are ovaled. Some have actual impact fractures in the metal around the hole! That must be one hell of a vibration to cause something like that. No wonder those things are walking lose...

It shows that little pulley, and shows the red spring attaching to the pivot point of the brake and going UNDER the lower deck belt. It doesn't fit there. I couldn't figure out how that works. It doesn't show the yellow spring at all.
