If the model no you posted is correct it is a Zero Turn mower. when you replaced the throttle cable did you by chance pull the plug off the pto switch. Make sure it is plugged up other than that I would check the pto switch and the wires going to the clutch. By the way in the picture it looks...

My X1901 2000 vintage Dixie Chopper runs like a champ. Though it is not the orginal engine. Orignal engine was a 19 HP Kawasaki. The engine on it now is a 2006 CV20 Kohler I took off a perfectly good Craftsman Garden Trractor. Never regretted it though.
