Surging is usually from too lean, prob the cylinder with dry plug. Choke it a little to see what happens. I take pics of complicated stuff before and as I'm tearing it down and make notes.
I've been running them since '89. There likely are plastic bushings where tube goes thru frame so careful with/don't heat. I install belt, pull front out with comealong, then adjust using the belt tensioner.
