Do some oil filter research. That engine may not require anti-drainback valve but there's VERY likely one with same specs otherwise that'll substitute

Feel each relay as you try starting. When you find the clicker, jump it and try again. Bear in mind that all "new" means is it MIGHT work.

Sounds like the main jet came loose.

I've got numbered drill indexes. Find the one that fits the jet, drill with next larger until it's properly fed.
