Roll, unless I'm misunderstanding what your trying to do, there's no need to drill anything. Just use a razor knife and cut along the dotted line outlining where the port goes. The hole in the metal for the port is already there - it's just covered by the plastic. At least that's how it is on...

What he said. You're neutral knobs may have not been tight enough. Definitely check the drive belt too. If it comes off, it can be difficult to spot (and put back on).

Thanks all. I finally had a chance to mess with the tiller. It started right up and I made some carb adjustments. It seems okay now except that it quickly surges up and down when under load. I was still able to till the small patch I wanted to. I'll keep working on her.
