The early Bosch systems used a 2 digit blink code followed by the 61 end test code.

And to the OP 23 blink code indicates defective ECU. The 4 digit P code would be a P0601

So definitely bad ECU? I’m skeptical cause it sort of runs well minus the backfiring lol.

There is a bulletin hilighting a water intrusion issue into the ecu plug causing a misfire, or can progess into entering the ECU itself preventing starting and running of the CH26 prior to 2000 on exmark laser Z and toro mid-mount Z mowers.
