Hayter 13/30 Tractor with Briggs and Stratton 12.5 HP I/C Engine

Hi
I am fishing for some second opinions on a no start ride on mower.
It's an old unit and a bit of a rust bucket to be fair.
It was dead as a door nail when I got it but after replacing the starter solenoid, the ignition switch, the seat and bin switches and the fuse holder I have managed to
get it to turn over albeit without the spark plug in. And it does so quite vigorously.
There is spark at the plug now.
The batter is at 12.5V which is fine. There is 12.5V across the starter solenoid too.
But when the plug is in place the starter appears to balk at what I think is the compression stroke.
There is plenty of compression there that's for sure.
I have tried turning it manually.
There is plenty of clean oil too.
But the starter doesn't seem to have the strength to overcome it when the plug is in
I'm thinking maybe a rusty ground connection on the starter perhaps?
If anyone has any similar experience and would care to share it would be appreciated.

Thanks in advance

A couple of videos here with the plug in and the plug out.

Lets start with the model number information from the engine so we can determine if you have a flat head or the OHV which is known from valves getting out of adjustment or leaving the 4 broken parts of the compression release from the camshaft laying in the engine sump waiting to create sudden unexpected parts disassembly.

Thanks for the response but I have since determined that the problem is that although the battery has 12.5V of charge it is no longer capable of delivering the CCA required
to overcome the compression at TDC. That's why it is stalling.
I substituted the battery with a 12V 600 CCA car battery and the engine starts first time.
I didn't think it was an engine problem because the engine turns over freely with the plug out (no compression).
I posted two links to videos. They work at my end. Do they not work at your end?
