Usually that is a sign of a fuel supply problem. Debris collects in the fuel for various reasons, and this stuff gets stuck on fuel lines and filters.
Shoot dog, send me a hundred, maybe it will help?
What is Stabil-Fix? Another snake oil, I got it.
Another 9 year old mower.
1.Flush out fuel tank like new.
2.Install new fuel line from tank to carb.
3.Valve clearance adjustment.
4.Clean cooling fins like a new engine block.
5.Verify solid heavy stream of gas AT the carb inlet hose. Drain into a glass jar looking for last years dead gas and water.
6.Clean carb.
7.De-carbon engine per your engine manual. Lap and clean valves of carbon. Yes it's past time.
8.Air up the tires.
9.Turtle Wax on the deck.
10.Oil ON the full mark. Not under NOR over even a spec. Check oil prior to EVERY mow.
11.Use non resistor plugs bought from an auto parts store. NOT Scamazon nor Evilbay.
12.Verify she has a healthy blue spark with an open gap spark tester. Don't chase your tail with a weak ignition coil.
13.Slather up the tires with tire dressing.
14.Lube throttle cables.
15.Check head bolt torque.
16.Walk the property before mowing. Look for log chains, cinder blocks, cars, chain link fence, trash, bicycles and small animals.

Adding Sta-bil will do nothing to fix a lean fuel issue. Most likely need to clean the carburetor and also make sure intake gaskets are in good shape and in correct location.
Does it surge under a load blades on going up hill into the wind with flat tires? LOL
You said low speed surge. Wondering if this is just a pilot circuit clog IF the carb has one?
Could be a vacuum leak around the carb flanges. Spray 2 stroke fuel mix around the flanges. If she speeds up you got a leak. Don't use Ether or commonly called starting fluid.
