Smokes when cold and using the choke!

Starting to understand small engine carburetors to a degree. Looking behind the control plate, and understanding what I was looking at took a little getting use to. The first time I took the carb off, I dropped the choke return spring when re-assembling. I now understand the throttle link and return spring. I also understand the governor spring. That took a little time to sort out, got it now.
The main jet and nozzle are clean. Float and needle valve work good, new. All new gaskets.
Problem
Still runs bad, also this morning I found gas dripping from the bowl!! I forgot to shut off the fuel line valve.
Surging, a mind of it's own. engine doesn't respond Well to the Throttle lever.


To me, it seems to be the float, I'm ordering a pressure gage to test it, I can't get any air through with the,carb upside down, needle valve and seat seem to be working. I can also hear the float moving when turning the carb over.

I still have a lot to learn, thank god it's ice and snow last night no cutting grass.

Back on page 4 post number 31, SOMEONE informed you that you must TEST your needle and seat. Bunch of relevant videos were linked for you to watch for FREE.

We can't help you if you do not READ what we type to you for free.

SLOW DOWN and read all this terrific help everyone is passing to you.

Now 6 pages of help and you are still having needle flooding issues.

I did watch the videos. And saw they were testing 2 cycle carbs. I,also saw where the one gentleman made his own. I just don't have the stuff to make my own. I'm just getting started, its all new to me. On a fixed income these gages and other tools take a little time to acquire, I simply tried to pressure it by blowing in the gas intake line as I saw in some videos. The $ 80 - $100 price range on Amazon for a gage was to steep this week.
I am very thankful for your help and this forum. I was starting cold on this and learning as I go.

I've had this carb on and off several times, looking to see if the throttle issue might have been from a vacuum leak sucking air in the line.
At first it took me a couple hours of bending over in a poorly lit garage at 25 degrees. I'm understand much better now what everyone was telling me.
In the beginning it was just cold, dark and confusing.
I'm a slow learner
 
I just ordered a pressure tester gauge
On the walbro LMF K12 carburetor, it's hard to set the float. I don't see info on setting it, only thing they say is check for level.
When the throttle lever fails to work right, that is confusing. That is why I thought it had a vacuum leak in the gaskets sucking air in.
The dripping carb this morning screamed float issues.
 
This morning I ran a pressure test on the carb, held 15 pounds for an hour and never moved, perfect!!

Then I installed it and it still surges, so I removed the springs and linkage to the carb and ran it with no choke and no throttle. I control throttle by hand.
Runs steady but will blow out white smoke when changing speed. I simply temporarily removed the use of the governor to test the carb by it's self.
I thing the carb may be pushing to much gas?? Why?

I just want to float an idea only so I can cut my grass. Slomo didn't you say something about to much money to fix and not having enough money to replace.
I'm starting to feel that way. Will any of the cheap replacement carbs work enough to cut grass, so i could learn on the original carb when I have time.
Is the problem in the carb or governor system? I'm careful to not stretch the springs and have not touched the governor at all.

My only focus has been to clean the carb, learn , and setting up a work area in the old garage dealing with dark and cold.
I now have a propane heater and five LED shop lights so I can see, and some tools ( including the pressure gauge)

Can I isolate the issue in any way? Things changed so fast from running, to running so bad. Is all this from running with a dirty air filter!!
