Do actually mean an electric start self charging mower? If that is what you mean it would take a flywheel a starter, stator, regulator and the ability to wire it all up.

Yes we need a better explanation of what you are trying to do.

One is currently impossible. Self charging electric mowers will not fully recharge themselves. It would have to produce more energy than it uses if solely electric. Even the fusion reactor we call our Sun will finally run out of convertible fuel. Our scientist have only had limited result in creating a fusion reactor but even it runs out fuel in short order.

And second as mention by hlw49 is possible with fat bank account but used parts are available partly that will lower the cost.

Isn't California banning all petrol powered outdoor equipment
Surely that means you will have to replace your petrol powered generator with a battery powered one. :devilish:
Yes & now they are telling residents to cut back on electric use & not use their home A/C or charge those 'infernal machines'.

Considering a solar panel on the hood.
Well you might be able to squeeze 500Watts of solar panel onto the hood
500 Watt is 1/2 a kilowatt and most of those mowers are 10 Kw or more
So you are charging at a rate that is somewhere between 0.5% and 4% at the rate you are consuming.
Google "World Solar Challenge"
Those cars are powered by tiny 100 to 500 watt engines and look at the size of the solar panels needed to power them.
And this in on the Stuart Highway so no trees no clouds and some of the strongest sunlight you can get on the planet
Dream on
There is a job waiting for you in the California Environmental Protection Commission.

Yes that is because there is no water to boil to generate electricity from
This is of course because Mr Biddon was elected President
If My Trump was in the White House he would be making it rain
