Troy built Mustang 42 inch. Cant turn deck off when motor is running

The mower or blades turn all the time, when you start the mower it starts the mower deck or blades, i changed the PTO switch and it still wont turn the deck off, ?? Clutch seems to be fine. It just wont disengage the blades when you try to tun it off??
 
Unplug the electric clutch and see what happens. If the mower still runs with the engine then the clutch has a bad bearing and will require replacing the electric clutch
 
when sitting on the seat & key in the on position ( engine not running )
If the PTO goes Klunk when you push & pull the PTO switch then the bearing is shot
If the PTo goes klunk when ever you turn the key on & off then you have wiring problem / switch problem
 
And there are failures where the clutch will not go clunk such as the armature welding to rotor. I had a couple to do this in the last three years.

Don’t know about a clunk but when you turn the key on it starts the engine and mower deck with the PTO switch up or Down it doesn’t change it.
