SST 18 won’t turn

Trying to figure this out. Spin steer won’t turn. The vacuum line which screws in seems tight but I have a small Vacuum line on carb that’s not hooked up and I can’t seem to find where it goes. Thanks in advance for any help offered.

Thought about this.
What vacuum line that screws in tight ? Where on the machine is it ?
The vacuum line at the carb area might go to the intake manifold.
 
On my Spin Steer a vacuum line attaches on the front left side. Here’s a better picture of the line I have disconnected. 3C9D537C-4323-46B9-BF53-CA42B808B76C.jpeg
 
Front left side of what ?
What line screws in tight ?
Can't find a vacuum diagram for this machine.
If I could it would help.
