Riding lawn mower just whines

Hello,
I have a Model - 13AL78KT066
Troybilt Automatic TB46 lawn mower.
I've replaced the starter solenoid, battery, oil, air and fuel filter. I've cleaned out the fuel lines and put fresh gas in my lawn mower. When I try to start the mower I'm just getting a whine.

Any help would be greatly appreciated!

Double check the battery connections. The starter may be spinning backwards.

Take the plugs out & try again
If it spins freely then adjust the valve lash
If goo blasts out of the plug hole then clean the carb, check the float needle is working and change the diluted oil .
