Hydro gear bdp 10a toast?

Both sides seem to lack power at times, the left side feels like it has air in the system, spongy and slow to react. I tried turning the bpv but it just keeps spinning, will not tighten.
The right side bpv will turn maybe a quarter turn counter clockwise with some force.

Any thoughts on fixing this or did my $150 mower turn into 1k...?

I believe it's the SPLH153KW 52" snapper pro.
Im not entirely positive though because it has a Briggs & Stratton engine instead of Kawasaki.
My SPLH140KW has a Kawasaki, it's a 36" hydro.

Im not too worried about it, i was looking at it as a project mower if it wasn't fully functional anyways. Just need some info on what i can do to get it running
