What's the deal with this Spindle, Pulley, Screw?

How is this new pulley suppose to be secured to the new spindle when the threads stop short? There's a spacer on the new spindle. It came already attached. The pulley lines up with the wear marks of the old pulley. It doesn't fit upside down either. Thanks.

It's in my profile. Nevermind though, I got it on. The nut is recessed. I just didn't look close enough. We be mow'n!
