Get some spray lube ( wd40 is not a lube)
And spray all moving parts.

ok guys i am a REAL blonde.
the lever in the back panel was set to roll the mower forward.
i pushed it down and it starts right up.
the brake is still really stiff. i sprayed wd40 on it.
i also spent 3 hrs trying to air up one of the tires. i used the rope, then gas and a match. neither worked. i cannot get the tire to mount on the rim securely. I will take it to town and they will do it.
i took a break and set the rat traps around the garden

Them little tires can be a pain in the azz.
And even harder if you use one of the air pumps you plug into the car.
Don't really have any good advice on the tire.
The brake I am thinking will loosen up as you use it. Make you spray every moving part.
