Poor idle

After there weeks and a brand new carb i got my mower running! However I cannot get the idle high enough to drive it. The carb adjustment screw does nothing to improve or impair the idle. New gas and new fuel lines and filter, any suggestions???

What mower do you have? What about a new diaphragm?
