Is a flywheel balanced?

Is a flywheel balanced? If a part comes off my flywheel, what should I do? I would like anyones input please
 
Flywheel..."Regulator consisting of a heavy wheel that stores kinetic energy and smooths the operation of a reciprocating engine" so any part that comes off should in someway unbalanced it.
