Engine running wide open

I have the Toro LX460 riding lawnmower.While mowing recently the mower took off.....engine running wide open even with the throttle closed. I took it apart and everything looks okay. Don't see anything missing or loose. I expect it could be a problem with the governor. Any ideas as to what could be wrong. Thanks! Dave

If you move the governor by hand does the engine change RPMs ?
If no then pull the carb and look at the flap held on by two screws.

Have had the screws come out a few times. Good thing is they are brass and don't hurt the engine as they pass threw.
