toro timecutter wont fire

mower has fresh gas and will fire when I pour gas down the carburator inlet house. I blew out the lines on the fuel pump. I am thinking it is the fuel pump. It is a 24 hp kawasaki engine
 
Pull the fuel hose from carb inlet, crank mower over look for gas flowing out fuel line. Iam 99% Sure your problem is dirty carb. Fuel pumps have a low fail rate.
