Need help with gravely 1642 starting

Mower acts like the battery is low charge and will not turn it over fast enough to start. It is a new battery. The engin will turn over but slow and almost stops at top compression. Then turns over slow some more. Have tried everything I can think of to fix. New battery, starter, cleaned all wires and connections.
 
whats the voltage on the battery? even though new to you, it could have set on a shelf for a while and need a trickle charge.
 
Lord knows that the Kohler Courage starters are absolute crap.

But you have been vague enough already...

But I won't jump through a bunch of hoops for some poster that wants to be vague, and give us as little info as possible...

What did you set the valves at, and how?

I am doing the best I can at this! Yes it is a new starter. I set the valves at .05 on intake and .06 on exhaust while at top dead center.

Then I would look at the ground cable where it bolts to the frame. Also, remove the spark plugs and crank, see if you get a bunch of fluid spraying out.
