Won’t start

I was charging the battery on my Cub Cadet with a Kawasaki engine. Wife got on it and tried to start it and there was a pop. New battery was purchased and now I only have a loud pitch when I try to start, will not turn over. Any idea what the issue could be?

assistance would be greatly appreciated
 
Is the flywheel turning when you try to start. Can you turn it by hand. What happens if you remove the spark plug and then try to turn it
