So my mower with fan deck has been eating belts if anyone has an idea of what I can try... I have replaced every component replaceable on the deck including the PTO, and I do have harsh conditions admittedly but this used to not be an issue in the same circumstances. Pic is of brand new belt after one use! All components turn freely, tension is good but I have never measured, any ideas?

If you look at the picture carefully, you will see the problem. You have pulley alignment problems. I suggest getting the deck out from under the tractor and give it a good going over.
Misalignment would be my first guess. The pulleys in the picture don't appear square with each other.

Also check for any burrs, sharp spots on pulleys and file smooth as needed. Use washers to get pulleys as close to level as possible, and or a pry bar slowly. Tensioner pulley arm probably has lots of slop in it too that needs to be addressed. Make sure you have good belt tension and increase it if questionable.

The belt in picture is a $30 aramid fiber from Amazon made in India, the OEM belts are $70 for the fabricated deck. The owners manual states belt needs 30 ft lbs tension but I am not sure how to measure that?

The belts themselves aren't the problem. Other issues are causing the belts to fail..The deck needs to be checked for damage. The pulleys, idlers, spindles, bushings, and tension springs need to be checked. The pulley alignment is way off.
