Whining Noise when Start Cord is Pulled

I am trying to determine what is causing this whining noise when attempting to start this mower. It also doesn't start. Had a loud screech when I finished my last mow of the year last year.

Any ideas where to start?

I would remove the spark plug and stick a pencil or screw driver in the plug hole, and see if the piston is moving when you spin the engine.

So I’m not an expert, but took the spark plug out and looks like I’m looking at the piston wall. Nothing moved in there when spinning the engine, and I can’t get anything in there either.60DA20A8-25C1-47D4-A2D5-52AA682E7EF8.jpeg

Looks like the top of the piston to me.. and it should move when you spin the engine, if it doesn't the connecting rod is broken.. is your oil level okay?....you can also place your thumb over the plug hole and spin the engine. on a good engine you will feel your thumb either being sucked in or pushed.
