What part is this? Briggs 5HP built 1971

I was removing the crankcase today from a 5hp Briggs mower(130202) built in 1971 and this small plastic part fell out. Im not sure what it is or where it goes. Anyone recognize this??

OK I'm gonna make my self look stupid on here.... What does your governor look like LOL... Is it still intact ??? That resembles the bottom of a pick up for fuel.....

Like I said I'm at a loss right there on that one ~!~!... The govs on the newer engines have a plastic piece..

I haven't worked on the older late 60's and 70's in a while........ I have a couple in my new shop that I haven't tore down yet......... ~!~!

Probably fell off during disassembly.
