I have a variable speed troy bilt pony that the speed shifter will not move to high gear select. I've changed belts and the variable speed pulley moves freely. when I connect the idler pulley spring the shifter will not move to a higher speed. when I disconnect the spring the shifter will move but the mower will not go because there is no tension on the belts.

1) did you use OEM belts ?
The vari drives use a different profile belt and running them with std B belts wrecks the pulley.
2) is the engine running when you tried to change the speed selector ?
It is hard for the pulleys to shift if they are not turning as the wear in the sliding sheeve causes it to cock a little and dig into the shaft.
